A question in a conjunction quiz here in the site reads “Everyone is agreed that we need to improve the environment.” Shouldn’t that be “Everyone has agreed?” Sorry if I am wrong. I am not able to paste the link, so I am pasting the question below.

Q1 - Everyone is agreed that we need to improve the environment, ____ there is less agreement on the ways to achieve this.

however

It would be possible with "has", but "is" is perfectly correct.
