1.I consider him a teacher
2.I consider him as a teacher

Both are correct. You could also say "I consider him to be a teacher."

I'm pretty sure both are right but have different meanings.
1 means that you consider that he is a teacher.
2 means that either you have consideration for him as he is a good teacher or that you being a teacher consider him.
