In the program "Iron Chef America", The announcer says:

"Kistchen Stadium has the power to change a cook's life and career forever. And that's my friends smacks of magic. And Who couldn't use a little more magic in their lives"

What is the meaning if couldn't here? and what did he mean by his last sentence "Who couldn't use a little more magic in their lives"

It seems easy., but the structure is misleading, so if you can make it clearer.

Becuase I got "Who couldn't" here as "Who doesn't like" this is as far as i can understand from the context. Can that go?

I can benefit from more magic.

However, magic isn't really available.

If magic were available, I could benefit from that magic. Couldn't you benefit from that magic? Who couldn't benefit from a bit more magic in their lives.
