Is there an elegant word for the blank above to get a phrase that means a country in a condition opposite "a country in decline"?

Is there an elegant word for the blank above to get a phrase that means a country in a condition opposite "a country in decline"?

I can't think of a word which would fit without sounding very awkward. For the opposite of a country in decline I would probably say "A country on the rise", "A country which is improving financially/socially/economically" or something similar.
