"Cover Load" and "blue seal"

Can you say to me the meaning of "Cover load" in other more understandable words when referring to the cargo brought in a trailer or the like ?

On the other hand, is there any concrete meaning for "blue seal" referred to a cargo sealed for the transport?

The sentence only says "The trailer was sealed with a blue seal"

And any idea for "cover load"?

The sentence says (referring to the cargo of the trailer): "The cover load was computers."

"Cover load" means that the cargo was shipped in a covered, or enclosed truck. (As opposed to an exposed flat-bed truck.) The blue seal is a security device used to protect the contents of the truck from theft.

It also MAY mean the top layer of a shipment or the one that is thought to be main one in the shipment. There may be many other items in the shipment, but the one on top (seen first) would be the "cover load" or the one listed in the shipping manifest.

No, in this case it's something that looks like a heavy-duty twisty tie (like the kind that keeps your bread closed), or like the plastic handcuffs that police sometimes use. It is looped around the two handles on the back doors of the truck and "sealed" shut. If the seal has been broken by the time the shipment reaches its destination, the recipient should inspect the load carefully before signing any paperwork.
