No - peanut brittle toffee is 'crunchy' : making a sharp noise when bitten or crushed.
'crunchable' sounds like a word from the world of computers and number-crunching.
If a person did say this, in relation to food, one would infer he meant you are able to bite into it and get a crunching sound as you chewed, as opposed to something like jelly.
