Could you, please, point out the closest meaning of
"that's all for the best"
in the following:
1. the others will have to wait
2. everything about it will be perfect
3. it finishes perfect in spite of everything
4. it's an advantage under the circumstances

I usually hear it as"

it's all for the best.

John and Sue did not get married, but we feel that it's all for the best.

So I'd pick #3 it finishes perfect in spite of everything

I am sorry to disagree. Especially in your example it is "the best for everybody that they didn't get married/ it is an advantage for everybody, especially the couple, that they didn't get married.
