What does deputy mean? Deputy webmaster is one rank lower than webmaster?

Broadly, yes. A dictionary definition will tell you that a deputy is someone authorised to act as a substitute for someone else. Practically that means that when the "Boss" is not there, the Deputy makes the decisions on his or her behalf. Even when he/she is present, the Boss may delegate some decision-making to the Deputy.
