We used to say "lift a restriction/an embargo/sanctions", yet I don't understand "lift its evacuation"... What does "lift" mean here?

The reader is supposed to supply the word "order" ------"mandatory evacuation order". This is not uncommon in such circumstances.

Sorry I failed to understand what you are saying.

Would you like to rewrite "Dickinson lifted its mandatory evacuation for residents" with other possible words, so that I may be able to understand it?

The city of Dickinson has removed the mandatory evacuation order it had imposed earlier.
