Most cultures allow women to openly show their emotions. They can hug, hold hands, and kiss children, grandparents, parents, animals, loved ones, and - yes - each other, in public. No one thinks anything of it.
Boys and men have not been allowed to express their love-emotions in public, especially to one another. Sometimes in sports you see men hug each other after a win, but not very often. Sometimes men slug or hit each other to show affection or to get attention from one another. In some cultures, men greet each other with a kiss on each side of the face. In other cultures, men shake hands or bow to each other.
It's all about cultural norms!
