[Grammar] Difference in systematization of the documents and systematizing the documents

Please could you advise what's the difference between:
- "systematization of the documents is ..." and "systematizing the documents is ...";
- "creation of an purchase order" and "creating an purchase order";

and in what cases it's correct to use just a noun with of and in what cases it's better to use a gerund?

Note that an purchase order is never correct. The indefinite article is "a" except when the following word begins with a vowel sound when said aloud.

For instance I want to write the topic in the agenda of a meeting - "Systematization of the documents and preparing them for hand over".
Or I want to say that "creation of a purchase order has been completed".
