I could I explain the difference between skinny & slim, to a person with limited command of the English language

Use slim in connection with people in the sense of petite, slender.
Use slim explaining a range such as a slim chance of rain, a slight chance of rain.

Use skinny in connection with people and their body size.

'Slim'is positive- it means not fat and the right size. 'Skinny' is negative- it means a bit underweight. ;-)

Don't explain it. Find pictures that show the difference and show them to the person.
