Dear Sir,

Could you please simplify the following sentences or phrases and give the meaning of them in easy English for me?
1. County Clerk
2. State File Number; Does it mean the “file of the state” or “tell / specify the file number”?
3. Department of State, Wisconsin-What does it mean when such Department located in the state of Wisconsin and the name signed by someone else, not Collin Powel (Secretary of States)?
I understand that the Department in the United States is a Ministry in my country, but when such a department situated in different state, what should it be meant? And also Department of Death & Vital Statistics, State of Florida What does the Secretary of State, Florida mean, while the Secretary of States means Minister of Foreign Affairs in my country, please?
4. Department of Registrar-Recorder/County Clerk (County of Los Angeles)

1. County Clerk: The United States of America is divided into 50 states (actually there are a few Commonwealths in there, but that is not important), each of which has a state government which is distinct from the federal government. Each State is divided into counties (parishes in Louisiana). In most cases, a county is bigger than a city, so it cointains urban, suburban and rural areas. Cook County includes Chicago and its surrounding areas. However, New York City contains 5 counties (called buroughs). In most cases, there is some county government involved, with several to many elective or appointive offices. The County Clerk is an important post in many counties. This official runs the records part of a county -- birth certificates, rural zoning, deeds, etc. A county government handles matters not handled by states or cities/towns/villages.

2. State file number: This would apply to any state matter that has a file. This number would be for data retrieval.

3. Each State has a Secretary of State or equivalent, which is nothing at all like our federal Secretary of State. A State's Secretary of State handles State regulatory matters such as issuing driver's licenses and other similar functions. The titles and assignment of functions vary from state to state. Death and vital statistics may fall under the Health Department in many states. Some have a separate department. States also have Attorneys General. They are the chief lawyers for the 50 states and their offices handle things that incluse consumer affairs, professional licensing and discipline, and elections.

4. Department of Registrar-Recorder/County Clerk (County of Los Angeles): This would be the County Clerk's office in other counties.

That is very kind of you, RonBee. I frequently make such mistakes, because I have a lot of trouble with English tenses. If you have any advices on this matter, kindly help me out.
