In this sentence:

It's a story about charisma and charm and how certain men can dine out on it an go very far on it throughout their lives and then when it stars to fade, about the damage a lot of their decisions can do to their families and loved ones

Within this sentence, I don't see coherent the verb dine out on. According to what I've checked, it means being invited to have supper out, in a restaurant, to discuss something. Is it an idiom too? What' is it saying here?

This is not an expression I've ever heard, nor do I understand it. But are you sure you have written this correctly? There are a number of mistakes in the sentence and its meaning is not clear to me.

To me it usually means that you have such interesting stories that people will keep inviting you out to dinner just to listen to them (not literally, unfortunately). In the sentence here it doesn't seem to quite mean that, but something pretty close.
