The part distribute the promotion campaign does not make sense to me. Would you explain it?

It's the kind of careless writing often produced by marketing departments. Not all people in marketing are guilty of this sort of thing but it's far too common.

It doesn't make sense to me either. I assume the writer meant something like "The company also has to decide where to run ​the promotion campaign" but I can't be sure.

It's not like no one gets it. I get it. Robert gets it. I suspect GS gets it too. PS and EMS don't get it but perhaps because they haven't seen such structure that I suspect is more common in North America.

I guessed that distribute the promotion campaign meant either "extend the geographic area in which we advertise/perform marketing activities on behalf of this project" or "distribute materials related to this marketing project". It looks like all-too-typical marketing babble to me.
