Four Cops: Foster, Thorny, Rookie and Rabbit met at a bar shop:

Foster: Your black magic only works on the rookie.
Thorny: That's brown magic.
(Rookie pay some money to Rabbit)
Rookie: Pay up. When do I get to do that?
Rabbit: You'll get your chance, Rook.

What is "that" indicate?

There's not enough context to know.

I'm guessing the rookie wants to do whatever it is Thorny has been doing to get money out of him. In other words, he wants to be on the receiving end.
