I have seen sentences where "do" is used as "will". Like in the following sentence:
1.What do we do now ?
2. Where do I go?
I would like to know the contexts where "do" is used as "will".

"Do" and "will" are not necessarily interchangeable in the above sentences.

When can I use "do" instead of "will" ? Or some sentences are meant to be said that way?

You can't use 'do' instead of 'will'.
It's the simple present tense. It refers to a habitual action in the sense of "What does one do in a situation like this?" The answers are also in the simple present tense.

A: "What do we do now?"
B: "We sit and wait."

C: "Where do I go?"
D: "You go down to the end of the corridor, and then turn left."
