Without the context, it's hard to tell, but I have a feeling that what it should be is:

He was angry - that is what pushed him to do what he did.

Peace, this is the whole context:
Mr. Smirnov loves Mrs. Popov, but he can't tell her directly-that what pushes him to do what he does.

it is my own sentence, it is included in my analysis of one short story.
