[Grammar] Do or should ?

Sentence: "Why should/do these people conform to the standards of religious laws"


Doubt: What would the appropriate verb in the above mentioned sentence ? I'm caught in double-mind situation and need your help. I'm unable to decide which one is right.

They are both grammatical but ask different things.

Why do -- what drives them to act this way? What motivates them?
Why should -- why is it a good idea for them to do this?

The first one is very simple question.
But, the second one is having an emphasize in it.
Otherwise there is no difference in meaning.
I am a learner, not a teacher.
