It is phrased as a combination of things ("fog and rain"), not as two separate things. So I would also say do.

Although I fear to raise another long debate among the distinguished teachers here, I would say that the little word "the" changes things. What does "the" modify? I would say "fog and rain," seen as a unit. Hence, I would say you could get away with either does or do here.

It is, however, a fine point. Generally speaking, when your subject is two distinct items you will use the plural for of the verb: "do."
