1. When does he finish his training?
2. When is he going to finish his training?
3. When will he finish his training?

They mean the same.

The three sentences essentially mean the same thing. However, there are two potential answers to these questions.

He will finish his training when he has completed all three modules of the training program.

He will finish his training at 5 o'clock this afternoon.

This can be applied to all three questions.
