It's a difficult subject to make humorous, especially given that (sadly) it's entirely possible that very young children are being forced into terrorist activities.

Perhaps "US Agencies have released details of their latest terrorist suspect - a small white dog".

That would be silly and vaguely amusing, but of course there would have to be some kind of back-up story!

It's a good chance that those agencies take it serious and will send that poor kid to Guantanamo. After a thorough interrogation, the kid will confess that he/she commited the assassination of Kennedy. If the interrogators are given enough time he/she may confess that it was him/her behind the 9/11 not Ladeen.

An important note to all those agencies;
I was jocularly speaking. The kid neither killed Kennedy nor was behind any criminal activity.
