Microsoft insist on capitalising it, but many don't bother. I capitalise in formal texts and use lower case elsewhere. ;-)

In my opinion, they are different. "internet" is a general term, short for internetwork. Any network interconnecting computing devices can be called "internet". "Internet" is a specific computer networking. The standards of the Internet are specified by some international organization.

Interesting point there, Joe, and in your example you could easily capitalise, but I would still probably use a small letter informally as it isn't actually the name of something, just as I would say 'the standards of business are regulated...' ;-)
