what does this sentence mean?

it is written on the inside of every door of the toronto`s subway trains.

When the train stops at a station and the doors open, don't all rush out at once.

can i use "charge" to mean "to rush all at once" in other situations?

Yes, but remember, you can charge up the stairs, charge in on a meeting, be charged with reckless driving, and use your charge card for purchases.
