What a relief that spring is slowly coming!

During the time that Eric was Head Of Promotion at EMI Records, he was responsible for the "plugging" of Cliff's 1976 album "I'm Nearly Famous".

The above sentence could be expressed as:

When / while Eric was Head Of Promotion at EMI Records, he was responsible for the "plugging" of Cliff's 1976 album "I'm Nearly Famous".

What I am particularly interested in is "that" in the phrase "during the time that". In my opinion, "during the time that" means "during the time in which". Please confirm or deny.

Whether "that" can be changed to "which" or "in which" varies according to the context. I don't have rules for it.

You will learn less than nothing by studying users' manuals that have obviously been written by people who have very little knowledge of English. I am referring to this mono-stable crap. Think about who is talking to you and what their intentions are.
