'early' or 'earlier'?

The engineering department approved the product speiications ----- in the week.

In blank, I think 'early' should be used, but some said it is correct to use 'earlier'. Which one is right?

Always appreciate your help.

It depends on what you want to say. If you mean to say that in happened in the first part of the week (Monday or Tuesday), say early. If you mean to say before now, say earlier. In the second case, it could have happened on Thursday if "today" is Friday.
