Some people don't buy this argument. They think the big companies are just trying to buy "cheap" labor. Because with proper education, investment and patience, an intellectually well-rounded U.S. work force would be hard to beat. Almost all major research and innovations in technology already originate from the United States. There is no reason why the U.S. can't maintain that level on its own without foreign intervention.

I don't know what does H-1 Visas actually mean? But I can explain the other terms.

brain drain means " the movement of highly skilled and qualified people to a country where they can work in better conditions and earn more money." Taken out of the context, USA was receiving such people.

well rounded here means" having a variety of experiences and abilities"
Taken out of the context, they are well-educated and have a lot of knowhow.

First your title should be economics idioms. When you use "economical", it means being careful with spending. These are idioms from the filed of economics.

An H-1 Visa is for a visitor to the US for a purpose other than full-time employment. Many students come with H-1 visas.

A brain drain is the loss of very intelligent or skilled citizens to another country, usually because of harsh government situations or high taxes. The US is the biggest beneficiary of other countries' brain-drain, because of our lower tax rates and stable government.

I think you've gotten these already. I don't buy that or i don't buy that argument means that I am nor convinced, I don't believe it.

Well-rounded means skilled or educated in a broad range of areas.

Laissez-faire comes from French for "allow to do". As an economic policy, it means the bare minimum of governmental interference in commerce.
