No. When you are elated you are very happy, even euphoric.
When your mood is elevated it is raised above a previous level. This means that if your mood is very subdued, being elevated lifts it a bit higher, and may mean that it is elevated even higher but does not mean that you are elated. You may be elated but not necessarily so.

I have not met "elated mood" so much, and I think where it is used, it is essentially the same as "elevated mood".
