Consider:
1-I was embarrassed to say that I didn't know the answer to this question.
2-I was too embarrassed to say that I didn't know the answer to this question.

In which case:
a-I did say it but felt embarrassed about it.
b-I didn't say it because I feared the embarrassment it would cause.
c-We don't know.

For sentence 1, the correct interpretation is a-I did say it but felt embarrassed about it. For sentence 2, the correct interpretation is b-I didn't say it because I feared the embarrassment it would cause.
