Yes, to enforce arguments means to 'strengthen one's position' in the argument, and to make one's point almost undeniable.

Above context is about programing. I cannot understand your explanation because I cannot determine anyone's position there.

My guess is the author was thinking about enforcing rules about the data type of arguments to a function or method.
