English is difficult

"The man is difficult to deal with" is correct sentence, while "the man is difficult" is not.

Regarding this, when I want to express "English is difficult to learn", can I just say "English is difficult"?

Actually it's rather common to describe a person as simply "difficult".

Yes. It's common and natural to say that.

"the man is difficult" is not.

This would be correct in some contexts- there's nothing wrong here grammatically.
