No. We say "I was born in ....". This is the same for place and year of birth:
I was born in London.
I was born in Spain.
I was born in 1956.

For the full date of birth, it's the same construction, but a different preposition:
I was born on 13 March 1982.

The only time that we use have been is when talking about multiple births over a period of time:

Nineteen babies have been born at this hospital in the last month.
