please,i want facts on Factors militating against the teaching and learning of listening, speaking, and reading aspects of English language

If the objective is to learn English, then I can't think of any. If the objection is to English as a language, then none of them should be taught.;-)

Did you mean "mitigating" instead of "militating"?
