why does the teacher say " let's see if we can't all get 100% today?"

100% is the most, or highest.


You can get 100% on a test.

or

You can show 100% effort.

The teacher wants to see if everyone can get the very best score in the lesson - or - show the most effort possible!

The teacher is being encouraging and hoping that everyone does very well. To get 100% is to get it all. If a test is being given, then everyone would answer everything correctly and receive a grade of 100 with no deductions for making mistakes.

Another saying is "to give 100%", which means to try or do your best, an all out effort.
