"He was arrested on a charge of instigating a teenager into...."

One generally "instigates" an event, not a person. For example:

He was arrested on a charge of instigating a riot.

He may have been arrested on a charge of somehow encouraging a teenager to do something, or of conspiring with a teenager to do something. What was the rest of the original sentence, after "a teenager into...."
