"EU defends women on boards plans" -- a good headline?

Just wondering if any non-AmE speakers have any comment on whether this headline is grammatical.... To my ears it is odd and actually difficult to parse.

BBC News - EU defends women on boards plans

I'm wondering if it's just me, if it's a regional difference, or whether any British speakers also find it oddly constructed. Many thanks.

I find it odd.
I (a speaker of BrE) have rarely attempted to seriously analyse or justify headlines. I find that one no more odd than many others I have seen and heard.
