yes i have . but when i say the following sentence, i vaguely feel that they are similar
Ex: they go there even / even if it rains or not

Your sentence is only correct with the "if." And if you drop the "or not." And with a capital letter to start it and a period to end it.

It's easier to answer questions when you give more context.

They go there every day, even when it rains.
They will go there, even if it is raining.
They went, even though it was raining.

There are a lot of ways to use "even."
