The task is to write an email to the whole staff about new parking rules.

Is it possible change it this way?

'Every car owner parking their cars in the wrong spaces will be fined.'

The clamping of vehicles is a fact, according to the clampers.

Whether the car owners will eventually be fined is subject to numerous uncertainties. It is, as we say in AmE. a whole nother question.
