Would you please tell me what this phrase means "Evidence to the contrary"?

I've usually heard it as "all evidence to the contrary." It means "I know how it seems, but something else is actually true."

This would probably be phrased "Evidence to the contrary being absent, one assumes..."

Since no evidence is/has been produced, then an assumption is made
