Hi! What is the exact meaning of the following passage? It is from a political telegram, dating back to 1953, with a special shortened style. ( I will edit the text, if disordered, after submitting it).It is on oil dispute between Iran and England in 953.
Pointed out that this exchange invited Mosadeq opportunity make undesirable changes and provision on tankers would be insulting to him in context of other agreements.

We pointed out that this exchange invited (gave?) Prime Minister Mosadeq the opportunity to make undesirable changes and that the provision on tankers would be insulting to him in the context of our other agreements.
I've added the words which I guess were omitted in order to shorten the telegram. I think the author wrote "invited" where "gave" would have been more logical.
