I'd vote for the second! You can also say " Tourists are expected to change their further practice due to climate changes.

I agree that the second is better. The expectation is that their practices in the future will change due to climate change (note that we refer to it simply as "climate change" usually, not "changes".)

We can use "It is expected that + present tense..." For example, I have seen a sign in a hotel bathroom that reads "It is expected that guests keep the bathroom clean". It's not fantastic English but it does mean that the hotel staff expect guests to keep their bathrooms relatively clean so that the cleaning staff don't have too much to do!
