It is most likely an expression of sympathy. Example:
  • It's too bad you didn't get that scholarship. What a shame!

Thank you.

It uses a meaning for shame different from "embarrassment" or "disgrace". In that sense, "shame" means "unfortunate situation" or "disappointment". :wink:
