Is this sentence okay or should I reformulate it?

Capitalism would be a fair deal if there would be made a clear cut every 10 or 20 years to share the entire people's property equally to all citizens so that no one can profit from or has to suffer from the achievements or non-achievements of their ancestors.

I meant that children of poor parents are much less likely to get the same education level than those of rich people.

Let me try to explain it this way:
When your parents are very rich and you're the laziest and dumbest guy on earth and don't go to work a single day in your life, you would probably still be very rich if your parents support you financially or you inherit their savings. That's what I meant.
