I want to describe Mo tends to feel cold much worse than others. She needs to put on thick clothings and claims she's still very cold even others just have a thin sweater on under the same room temperature.

Should I say :

Mo is fear of cold weather.

No. Mo feels the cold badly. Mo can't stand cold weather.
