I am fed up with that behavior.
What does fed up with mean?

Yes, it means annoyed (very annoyed) with something and not willing to put up with it anymore.

(Isn't this section for asking questions of learners?)

Well, when you fed up with something, you really get bored, and you don't want to do it, or deal with it any more. You feel that it is really trite to do. ;-)

Hi, Seagull,
You must have seen polls on this forum – usually tdol asks something not too difficult (to choose which is correct) and many people answer. A poll is a survey of opinions.
Frankly speaking, I do not understand the purpose of those polls – perhaps tdol is interested in the proficiency of forum visitors or just wants to encourage learners : they can demonsrate they do know English well enough.
As RonBee is undoubtedly a native speaker it was strange to see him asking this kind of question, which led me to the supposition it was sort of a poll.
Regards

I think the polls help the learners see how well they are progressing. If a person gets a question right he can give himself a pat on the back (figuratively, of course).

And they're fun. (At least, I think so.)

This generally means, that one is totally through with the particular subject, act, etc., and express extreme frustration, or perhaps even anger, to dismiss the subject.
