Please explain to me the conditions in which we use 'fee' and 'fees'.
For e.g.,
1. I need to pay my tuition fee.
2. I need to pay my tuition fees.

Are both okay?

Regards

Yes.
Are you paying for, say, one tutoring lesson at a time; 'your tuition fee' to a private tutor, or are you paying for a term, or year, together with any other fees associated with going to that school eg a charge for textbooks they allow you to use throughout the term, and that you give back at the end of term - then, 'tuition fees'.
