felt requirement?

Compulsory Foreign Language is chosen on the basis of rank of the officer in the batch irrespective of the category to which he belongs. Language vacancies are announced by the Ministry every year depending on felt requirements. Hence if a given language vacancy is available at his/her rank it is obtained by the officer.

In a forum, the author wrote this as a reply to a question. Can we use "felt" in this way to mean something like "possible requirements" or "perceived requirements" ?(I am not sure whether the ministry can be certain about the requirements but they can have an idea about how it is going to be!)

You're right about the meaning - someone decides how many languages they feel are required. The writer has turned that into "felt requirements". I find that extremely unnatural.
