What does "fill in and top" mean here? Does it mean "fill in (the concrete) and make the top (of the concrete) smooth"? That is, Trump means why American military did not hit the runways in the Syria attack is because runways are cheap?

The reason you don't generally hit runways is that they are easy and inexpensive to quickly fix (fill in and top)!

I understand the statement to mean the Tweeter in Chief thinks it's easy to fill in holes in runways and apply a new top surface.

Bombing a runway or road doesn't take as long to fix as bombing a building. You can fill the holes in and resurface, while a building may take complete reconstruction.
