I came across this expression,

--- excaped from its flat-capped Ena Sharples image to a sophisticated modern company.

Does "flat-capped" mean "country" or "provincial".
I found that Ena Sharples is a character with this atributes.

I am not familiar with Ena Sharples character but I think "flat-capped" refers to a flat cap which is a hat... and it looks like the one Henry VIII used to wear. Even rappers nowadays are wearing flat caps, only backwards.
