When I read your question, I realized that I wasn't really sure, B. It's an interjection that's often used as a preface to make a statement that follows more important, something the listener should really listen to and reflect upon.

{some may find the following to be offensive}

It similar in nature to;

For f**k's sake, ...

Jesus H [f**king] Keeeeeerist, ...

For god's/god sakes, ...

The idiom is used to express impatience, anger and irritation over someone or something. Some examples are For crying out loud, listen to me! Do it, for crying out loud.
